Minister of Social Development Ayman Al-Mufleh stressed the importance of having a reference to evaluate and develop the work of associations and holding continuous meetings in order to find out developments and proposals to be worked on to enhance participatory work that serves developmental, charitable, voluntary and social work.
The Minister added during his meeting today, Thursday, at the headquarters of the General Union of Charitable Societies, the head of the temporary administrative body of the Union, Dr. Atef Odaibat, and members of the temporary administrative body of the Union, organized by the General Union, that the Ministry has a supervisory, monitoring and regulatory role in order to contribute to supporting unions and associations to advance their reform, development, and voluntary charitable reality, which It is focused on serving the public interest, calling for the continuation of holding such purposeful meetings on a regular basis in order to communicate and network to unify organized collective action, identify obstacles to work, and solve possible ones.
The Minister appreciated the efforts made by the temporary administrative body in taking reform and corrective measures in order to address some of the gaps, noting the importance of listening to all points of view regarding the mechanism of work of the federations and the steps that were taken regarding the Al-Amal Centers for Special Education, which aim to improve the service provided in them.
He pointed out the importance of focusing on following up on Al Amal Centers for Special Education to ensure that they provide the best services to people with disabilities, calling on associations to implement projects that contribute to benefiting local communities and enhance their mission and goals.
He stated that the Union's doors are open for more participation in various programs and activities, including environmental ones, as the General Union participated in implementing the activities of the Voluntary Environmental Week in Aqaba, which was organized by the Environment Society.
He said that the work of the Associations Law Review Committee has been extended with the aim of opening the way for broader positive dialogues and expressing opinions with civil society and those concerned with the subject of associations, initiatives and volunteer work, indicating that the goal is to create a law that guarantees a better conduct of the work of civil society institutions.
He called for holding training courses for heads and members of associations and union workers to raise their capabilities in order to improve performance and contribute to achievement and development, and to provide the ministry with a summary of the meeting’s recommendations in order to study them and work to solve them according to the capabilities available to serve the unions and associations.
In turn, Dr. Adibat said that the goal of the meeting is to unify efforts and coordinate between the federations and the General Federation, as a report will be submitted to the Minister of Development after taking into account the recommendations and proposals presented by the heads of the federations during the meeting, indicating that the temporary administration of the General Federation of Charitable Societies has been seeking, since its appointment, to achieve comprehensive reform and correct the situation. Administrative, financial, job inflation, and addressing cumulative violations and errors.
Odaibat pointed out that the Union is also seeking to increase revenues, reduce expenses, stop all forms of sagging, improve the quality of service, enhance partnerships with the private sector and the General Union, and launch electronic lotteries and scratching, which will create a qualitative leap in developing the Union’s resources and provide the Supreme Council for the Rights of Persons with Disabilities with additional financial amounts.
He stated that the management of the Al Amal Centers for Special Education was transferred to qualified and efficient charitable organizations in order to continue providing better training and rehabilitation services to people with disabilities, as this contributed to reducing expenses and addressing job inflation, which contributed to providing the best service to people with special needs.
He pointed out that preparations are currently being made to hold an official celebration on the occasion of the golden jubilee of the Charity Lottery and to launch the Federation’s website.
Adibat appreciated the support of the Prime Minister and the Minister of Social Development for the Union’s reform process to do its role to the fullest in serving the associations.
The presidents of the federations, Barakat Barakat, former MP Salah Al-Zoubi, Ahmed Al-Majali, Malki Bani Atta, Madalla Al-Khalidi, Ali Khreisat, Ahmed Krishan, Amer Khawalda, Zaid Zaboun, Ali Al-Ahiwat, Mahmoud Al-Haysa, and Odeh Al-Tarawneh, appreciated the efforts made by the head of the temporary administrative body, Dr. Adibat, and the members of the body, and their keenness to improve work mechanisms and fair distribution in the country. Gains to serve and support unions to achieve their goals.
They demanded amending the Associations Law, exempting associations from the fines resulting from them, exempting them from tax at a rate of 100%, similar to zakat funds, allocating plots of land to them, increasing the federations’ allocations of support, and including them in the membership of provincial councils, similar to other voluntary bodies that had a share of representation in the council, even though the federation is more A volunteer organization that practices charitable and volunteer work in the governorate.
At the end of the meeting, which was attended by the Deputy Chairman of the Interim Administrative Body, Ayyash Krishan, the Director General of the Union and Charity Lottery, Khalil Al-Qaisi, the Legal Advisor, Ali Al-Abadi, the Director of Association Federations, Reham Al-Amayra, the Secretary, Khitam Shneikat, the Treasurer, the Director of Associations, Mahdi Qawasmeh, the head of the Legal Affairs Department, and a member of the Interim Administrative Body, Nasser Sharida. The President of the Capital Union, Lawyer Barakat Barakat, honored the Minister of Social Development and the Chairman of the Interim Administrative Authority, Dr. Adibat, with two shields of appreciation for their cooperation and support in serving the voluntary and charitable sector.
